Overview (U):

(U) According to "Decision Memorandum on Department of Defense Reform Initiative Directive #11 - Reorganization of DoD Space Management Responsibilities," 31 July 1998, "...space policy, space systems and architectures, space acquisition and management, and space integration functions of the DUSD (Space) will be realigned to the Office of the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (OASD (C3I))."

(U) The Deputy Under Secretary of Defense for Space was the principal defense policy advisor to the Under Secretary of Defense for Acquisition and Technology. Under the direction of the Under Secretary of Defense, DUSD(Space) exercised policy and resource oversight over all Department of Defense space and space-related activities.


Description (U):

(U) The DUSD (Space) was the principal staff assistant and advisor in the Office of the Secretary of Defense (OSD) for space matters. The DUSD (Space) was responsible for the functions aggregated into three general areas: (1) space policy; (2) space architectures; and (3) space programs. The DUSD(Space) had the responsibility for the development of space policy. Specifically, the DUSD (Space) was responsible for developing, coordinating, and overseeing the implementation of DoD space policy. The DUSD (Space) had oversight responsibility for space architectures as well as space acquisition programs. The DUSD (Space) oversaw the "community planning" of space missions and systems architectures, the development and integration of DoD space mission, e.g., MILSATCOM, and space system, e.g., Milstar, architectures into an overall "system of systems" architecture.
