(U) Phenomenology / Missile Plume Signature Measurements


(U) The Phenomenology/Missile Plume Signaure Measurements category includes several efforts to provide the means to advance the backgrounds and plume technology bases and leverage foreign technology. Current programs include: U.S./U.K. Scientific Cooperative Research Exchange (SCORE) Program - Target Signatures & Backgrounds (TSB) Panel and System Trials Group; NATO Extended Air Defense (EAD)/Theater Missile Defense (TMD) Ad Hoc Working Group (AHWG) - Plume Phenomenology Expert Group (U.S., U.K., France, Canada); U.S./French Bilateral Group - Plumes, Backgrounds, and Reentry Signatures; U.S./Israeli Theater Ballistic Missile (TBM) Signature and Phenomenology Research; and U.S./German Phenomenology Research.

(U) Space-based Phenomenology Program Database Development is the work to expand the database for background data through the collection of data from the Midcourse Space Experiment (MSX) satellite starting in FY97. This effort will include analysis of the background data for its impact on current and future elements of the NMD program, especially the Space Missile Tracking System (SMTS), formerly Brilliant Eyes (BE).

(U) Data Collection Platform is the program to provide funding for data collection and sensor development efforts that support ballistic missile defense programs. These activities include use of existing high altitude aircraft to collect spectral signature of ballistic missiles in all phases of flight.
