Overview (U):

(U) The Combat Survivor Evader Locator system will provide the capability to communicate with and/or track, with precision, personnel on a global, near-real-time basis. Inherent in the system will be the capacity for two-way, line-of-sight voice communications and two-way, over-the-horizon data communications with low-probability-of-intercept and anti-jam features.


Description (U):

(U) The CSEL system is a search and rescue system (SAR) defined by three segments that satisfy the Operational Requirements Document (ORD) threshold requirements: 1) the user segment, which includes a self-locating hand-held survivor radio, 2) an over-the-horizon communications segment, and 3) the ground segment which includes a communications network. Two way line-of-sight (LOS) voice communications between the evader and recovery forces or between evaders will be provided by a UHF/VHF radio capability in the CSEL hand-held radio. The radio will be capable of geo-location using the GPS precise positioning service (PPS) under dual frequency (Y Code) operation. To meet geo-positioning security requirements, CSEL will employ a Selective-Availability Anti-Spoofing Module (SAASM). CSEL will be the initial SAASM-equipped receiver, however, production of CSEL radios is not to be delayed by the development of SAASM.

(U) The size and weight of the CSEL radio will be equal to or smaller than the existing SAR radio (AN/PRC-112), 28 cu in. volume and 28 oz. weight (including the battery). Satisfying the radio's overall size and weight requirement will depend on the use of innovative miniaturization and packaging technologies.
